In the final week of November, over 2 million beneficiaries
in Odisha are expected to receive payments under the third phase of the
Subhadra Yojana scheme. A fourth round of disbursements is planned for
December. By the end of that month, the state government aims to have provided
financial assistance through the scheme to more than 10 million women across
Odisha.
To ensure accuracy in the selection of beneficiaries, Block
Development Officers (BDOs) are assigned as nodal agents to review and verify
previously rejected applications. At the district level, a three-member panel,
which includes district welfare officers, has been established to handle
further scrutiny. Rejected applicants will be informed of their status via
Anganwadi workers, who will help guide the process of re-evaluation.
Many applications initially declined were due to issues
related to land ownership. For those cases, the respective Tehsildar and
Revenue Inspector (RI) will conduct a secondary assessment to confirm land
eligibility. Similarly, applicants who lack an established bank linkage are
encouraged to approach their banks, where they can provide the required bank
statements to qualify for assistance.
In an important update, Anganwadi workers and Master Book
Keepers (MBKs) initially excluded from the scheme due to their status as
government employees will now be eligible for inclusion under Subhadra Yojana.
This adjustment reflects the state’s commitment to extending support to a
larger pool of applicants while refining the qualification process to
accommodate a variety of beneficiary profiles.
With more than 267,000 applications dismissed during the
preliminary rounds of verification, the majority were found ineligible based on
land-related criteria. The state’s decision to re-evaluate these applications
demonstrates its intent to offer a fair and thorough reassessment.
